New Immigration Levels Plan hints more immigrants to live the Canadian dream

On October 31, 2018, the first anniversary of announcing Canada’s first Multi-year Immigration Levels Plan for 2018-2020, the Immigration, Refugees and Citizenship Canada (IRCC) brought out the updated Immigration Levels Plan for the years 2019-2021. As per the new plan, Canada will be welcoming 1.3 million new permanent residents by 2021. The increased target gives more hope for immigration aspirants as they expect that they would be able to obtain permanent residence in Canada in the near future.

Increased targets for each year

Ahmed Hussen, Canada’s Minister of Immigration, Refugees and Citizenship, said that under the new plan, Canada was planning to welcome more talented workers with the skills and expertise Canadian economy needs, reunite more family members and accommodate more refugees looking to start new lives. The new plan targets to gradually increase the admission targets. The target for 2019 is 330800 and for 2020 is 341000. The targets for these years set in the previous plan were 330,000 and 340,000 respectively. The admission target for 2021 is upto 350000.

Immigration levels plan 2019-2021: Express Entry

As per the updated Immigration Levels Plan, 331,000 or almost a quarter of the total admission target of 1.3 million will be admitted to Canada through the three economic immigration classes managed by Express Entry. These economic immigration programs are: — the Federal Skilled Worker Class, Federal Skilled Trades Class and the Canadian Experience Class.

Increasing the immigration targets through Express Entry in the coming years is expected to bring down the minimum Comprehensive Ranking Score(CRS) requirements and more invitations will be issued in each Express Entry draw.

Immigration levels plan 2019-2021: PNPs

Provincial Nominee Programs(PNPs), at the same time, have a combined target of 255,100 or almost 19 per cent of the 1.3 million total admissions. PNP admission targets will also have a gradual year-by-year increase, from almost 18 per cent in 2018 to 20.2 per cent in 2021. According to Ahmed Hussen, the role of PNPs in the extended Immigration Levels Plan was “developed in close consultation with provinces and territories, allowing them to bring in more people through their provincial nominee programs.”

Canadian provinces are vying to attract maximum number of immigrants who are capable of contributing to the growth of the community and the province’s economy.

Economic immigration programs

Around 60% of the total immigration target of 1.3 million will be through economic immigration programs.The two major economic immigration programs other than the three managed by Express Entry are the Atlantic Immigration Pilot and economic immigration programs of Quebec.

Family class immigration

The Canada government is committed to the cause of family reunification, which is reflected in their immigration policies. By 2021, Canada plans to admit a total of 270,500 spouses, common-law partners, dependent children, parents and grandparents of Canadian citizens and permanent residents through Family Class immigration programs. The target for admission through the Parents and Grandparents sponsorship program for the year 2019 is 20,500. The target for 2020 is 21000 and for 2021 is 21000.

Quebec immigration

In 2019, Quebec is planning to issue between 20200 and 24800 Quebec Selection Certificates (Certificate de séléction du Québec, or CSQs). Among these, skilled workers will receive between 12,500 and 15,000 CSQs, almost half of the total CSQs to be issued. Those who receive CSQ can apply for permanent residence in Canada.

1. திறமையான தொழிலாளர்களின் பற்றாக்குறை: –

சிறந்த தொழிலாளர்கள் ஒரு நாட்டின் வளர்ச்சிக்கு முக்கிய பங்கை வகிக்கிறார்கள். ஒரு நாட்டில் தேவையான அளவிற்கு திறமையான தொழிலார்கள் இருக்குமாயின் அந்நாட்டின் வளர்ச்சி மிகச் சிறந்ததாக இருக்கும். மார்ச் மாதம் 13ஆம் தேதி ,2018ஆம் ஆண்டின் படி கனடாவில் ஏறக்குறைய 400,000 காலி பணியிடங்கள் உள்ளதாக கணக்கிடப்பட்டுள்ளது. இந்த பற்றாக்குறையை நிரப்பவே கனேடிய அரசாங்கம் இவ்வாறு ஒரு முடிவினை எடுத்துள்ளது.

2. பொருளாதார வளர்ச்சியும் மக்களின் குடியேற்றமும்: –

கனேடிய நாட்டின் பொருளாதாரம் கடந்த ஐந்து ஆண்டுகளில் வரலாறு காணாத வளர்ச்சி கண்டுள்ளது. இந்த வளர்ச்சி அந்நாட்டின் குறைவான பிறப்பு தொகையினாலும் வேகமாக வயதடையும் மக்களினாலும் மிகுந்த பின்னடைவை சந்திக்கும். அடுத்த இரண்டு தசாப்தத்தில் எந்தவித நடவடிக்கையும் எடுக்கவில்லையெனில் இந்த பொருளாதார வளர்ச்சி சரிவை சந்திக்கும். அதே சமயம், மக்களின் குடியேற்றம் தடைபடாமல் இருக்குமாயின் நாட்டின் வளர்ச்சி முன்னோக்கி செல்வது மட்டுமல்லாமல் சிறந்த பொருளாதார வளர்ச்சியும் காணப்படும்.

3. வேகமாக வயதடையும் மக்களின் தொகை: –

சமீபத்திய அறிக்கைகள் குறிப்பிடுவதும் கூறுவதும் என்னவென்றால் கனேடிய அரசாங்கம் மக்கள் குடியேற்றத்தை நிறுத்துமாயின், மீதமுள்ள கனேடிய மக்கள் வேகமாக வயதடைவார்கள். 2040 ஆம் ஆண்டின் படி 26.9 சதவீத கனேடிய மக்கள் 65 வயதை தாண்டியிருப்பர். இதன் விளைவு, கனேடிய தொழிலாளர்களின் எண்ணிக்கையில் குறைவு ஏற்படுதல். தொழிலாளர்களின் எண்ணிக்கையில் குறைவு ஏற்படுமாயின் கனேடிய அரசாங்கம் மக்களுக்கு பயன்படும் திட்டங்களை தடையின்றி வழங்க வரிப்பணத்தை அதிகரிப்பதை தவிர வேறு வழியில்லாத நிலைக்கு தள்ளப்படும்.

ഒക്ടോബർ 2018ൽ അവസാനിക്കുന്ന പത്തുമാസകാലയളവിനുള്ളിൽ മൊത്തം 15016 ഇന്ത്യക്കാർക്ക് കനേഡിയൻ പൗരത്വം ലഭിച്ചു എന്ന് കനേഡിയൻ അധികാരികളെ ഉദ്ധരിച്ചു ടൈംസ്‌ ഓഫ് ഇന്ത്യ റിപ്പോർട്ട് ചെയ്തിരിക്കുന്നു. അതായത് കഴിഞ്ഞ വർഷത്തെ ഇതേ കാലയളവുമായി താരതമ്യം ചെയ്യുമ്പോൾ കനേഡിയൻ പൗരത്വം ലഭിക്കുന്ന ഇന്ത്യക്കാരുടെ എണ്ണത്തിൽ 50% വർദ്ധനവാണ് ഉണ്ടായിരിക്കുന്നത്. കഴിഞ്ഞവർഷം ഇതേ കാലയളവിനുള്ളിൽ കനേഡിയൻ പൗരത്വം ലഭിച്ച ഇന്ത്യക്കാരുടെ എണ്ണം 9992 ആയിരുന്നു.

എമിഗ്രെഷൻ, റെഫ്യൂജീസ് ആൻഡ് സിറ്റിസൺഷിപ് കാനഡയുടെ(IRCC) കണക്കുപ്രകാരം ഒക്ടോബർ 2018 നുള്ളിൽ ഏകദേശം 1.53 ലക്ഷം ആളുകൾ കനേഡിയൻ പൗരത്വം നേടിയിട്ടുണ്ടാകും. 2017ൽ ഇതേ കാലയളവിനുള്ളിൽ കനേഡിയൻ പൗരത്വം നേടിയവരുടെ എണ്ണം 1.08 ലക്ഷം ആയിരുന്നു. 2018മായി താരതമ്യം ചെയ്യുമ്പോൾ പൗരത്വം നേടിയവരുടെ എണ്ണത്തിൽ 40% കുറവാണ് ഇത് സൂചിപ്പിക്കുന്നത്.

2018ൽ കനേഡിയൻ പൗരത്വത്തിനപേക്ഷിച്ചവരുടെ എണ്ണത്തിൽ രണ്ടാം സ്ഥാനമാണ് ഇന്ത്യക്ക്. ഫിലിപ്പീൻസുകാർക്കാണ് ഒന്നാം സ്ഥാനം. 15642 ഫിലിപ്പീൻസുകാരാണ് 2018ൽ കനേഡിയൻ പൗരന്മാരായത്.

കനേഡിയൻ പൗരത്വനിയമത്തിൽ വന്ന മാറ്റങ്ങൾ

കാനഡയിലെ സ്ഥിരതാമസക്കാരുമായി(permanent residents) താരതമ്യം ചെയ്യുമ്പോൾ കനേഡിയൻ പൗരന്മാർക്ക് ഒട്ടനവധി ആനുകൂല്യങ്ങൾക്ക് അർഹതയുണ്ട്. വോട്ട് ചെയ്യാനുള്ള അവകാശം, ഗവൺമെൻറ് ജോലിക്കുള്ള അർഹത, കൂടുതൽ സഞ്ചാരസ്വാതന്ത്ര്യം എന്നിവ അവയിൽ ചിലതുമാത്രമാണ്. 2017 ഒക്ടോബറിൽ നടപ്പിൽ വരുത്തിയ കനേഡിയൻ പൗരത്വനിയമത്തിലെ ചില മാറ്റങ്ങളാണ് കൂടുതൽ ഇന്ത്യക്കാർ കനേഡിയൻ പൗരത്വത്തിനു അർഹത നേടുവാൻ ഉണ്ടായ ഒരു പ്രധാനകാരണം.

മുൻപ് കാനഡയിൽ സ്ഥിരതാമസക്കാരനായ ഒരാൾക്ക് കനേഡിയൻ പൗരത്വത്തിനു അർഹത നേടണമെങ്കിൽ ആറുവർഷത്തിനുള്ളിൽ നാലുവർഷമെങ്കിലും കാനഡയിൽ ഉണ്ടായിരുന്നിരിക്കണം എന്നായിരുന്നു നിയമം. എന്നാൽ 2017 ഒക്ടോബറിൽ ഇത് അഞ്ചുവർഷങ്ങൾക്കുള്ളിൽ മൂന്നുവർഷം എന്നാക്കി കുറച്ചു. ഈ മാറ്റങ്ങൾ നിലവിൽ വന്നതിനുശേഷം 2017 ഒക്ടോബറിനും 2018 ജൂണിനും ഇടക്ക് 2.42 ലക്ഷം പൗരത്വത്തിനായുള്ള അപേക്ഷകളാണ് IRCCക്ക് ലഭിച്ചത്. മുൻ വർഷത്തെ സമാനകാലയളവുമായി താരതമ്യം ചെയ്യുമ്പോൾ ഇത് ഇരട്ടിയിലധികമാണ്.

സ്ഥിരതാമസക്കാരുടെ എണ്ണത്തിൽ ഒന്നാം സ്ഥാനം

The Skilled-Recognized Graduate Visa (subclass 476)of Australia is a temporary visa that allows engineering graduates from recognized overseas universities to study or work in the country for a maximum of 18 months. Though the applicants need not undergo any point-based tests in order to qualify for the visa, their eligibility will be checked in the first step of the application process itself. After reaching Australia on Subclass 476 visa, a person can apply for a permanent visa if he/she wishes. Most importantly, the candidate’s family can join him/her in Australia and live, study or work there.

Eligibility criteria:

In order to be eligible for Subclass 476 visa, a candidate must:

Be below the age of 31 years
Have an Engineering degree from a recognized institution obtained in the past two years
Not have been a primary visa holder of a Subclass 476 or 485 visa.

Requirements specific to Engineering degree:

A candidate must have obtained any of the following qualifications in Engineering in the two-year period before submitting the application for Subclass 476 visa:

Bachelor’s degree
Master’s degree
Doctoral degree
Postgraduate diploma

The Engineering course you pursued must include a major sequence of study or specialization in any of the following streams:

An applicant must have earned an Engineering degree from a recognized institution. Banaras Hindu University, Varanasi
Indian Institute of Science, Bangalore
Indian Institute of Technology, Kharagpur
Indian School of Mines, Dhanbad

Qualifications from any of the NBA-accredited institutions in India are also acceptable. NBA or the National Board of Accreditation is the authorized signatory of Washington Accord for India. The institution and the course must have the accreditation of NBA when the candidate graduates from the institution.

The maximum time period a candidate can stay in Australia under this visa is 18 months. He/she has to pay a visa fee of AUD365 and the processing of visa may take three or four months.

Other requirements:

Language proficiency

IELTS: Overall 6, with a minimum score of 5 in each band.
OET: B in each of Test bands
TOEFL IBT: A total score of at least 64 with minimum test scores in each of the four test components: 4 for listening, 4 for reading, 14 for writing and 14 for speaking
PTE: Overall 50, with minimum 36 in each band
Cambridge English: An overall score of at least 169 with a minimum score of 154 in each of the four test components

Health clearance

Before applying for Subclass 476 visa, a candidate must undergo health examinations and include his/her health identifier (HAP ID) while filling the visa application form. Each of those included in the application must meet health requirements.

Police clearance

A candidate will have to submit police clearance certificates from each of the countries, where he/she has stayed more than 12 months in the past 10 years since turning 16 years. They must submit the original documents and keep the copies with them. Police clearance is required for everyone included in the application.

Students of Australian universities get placed soon after graduation

A survey conducted by the Government of Australia has found that a significant majority of students from Australian universities find full-time work soon after graduation. According to the Graduation Outcomes Survey 2018 report, 72.9 percent of 120,564 students who graduated from Australian universities in 2017 found full-time employment within four months. This is a remarkable increase compared to 2014, when only 68.1 percent students found work after graduation.

The survey further found that Pharmacy courses had the highest level of placements, with 97.2 percent of graduates finding full-time employment within four months after graduation. Second came Medicine courses, with 94.9 percent of students finding full-time placement, followed by Rehabilitation courses with 89.3 percent students finding a full-time job after graduation and Dentistry courses with 86.8 percent students getting placed. The courses which had the least placements were generalist courses as creative arts and tourism. The percentage of graduates who got placed in these courses were 52.2 and 59.6 percent, respectively.

The survey results were released in the context of secondary school students in New South Wales (NSW) and the Australian Capital Territory (ACT) receiving first-round university offers on January 11. While releasing the survey report, Dan Tehan, Australia’s minister for Education, said Australian government’s economic management has seen a record number of jobs created and this means more opportunities for university graduates to get a job and kick start their careers.

The survey pointed out that ever since the Global Financial Crisis (GFC) in 2008, graduates had taken longer to gain a foothold in the workforce. Before GFC, the percentage of graduates who found full-time work within four months was 85.

The prospects of graduates for long-term job opportunities are stronger than before in Australia now. വാർദ്ധക്യത്തിലേക്ക് കാലൂന്നിയ ജനത
